Children at risk are in all parts of the world. Children in the poor sections of Cali, Colombia, are sometimes left to their own devices. Abandoned, these four and five year olds make their way in a cruel world most Americans would find hard to understand, and the defenseless child cannot.

Sometimes, though, the parents use their children for evil purposes. The following video speaks about a child who was forced to carry drugs, likely cocaine. He was rescued by police when the narcotics were discovered. The translation is below the video. We invite anyone who speaks Spanish to give us a more accurate translation!





A rough translation: 
"(A child is) used for hiding (drugs) (they were) using (the) child to transport to various areas of Cali, (Colombia) this now in Cali. The step father and mother prepared the small packages of drugs, then they used the child as a drug mule, in total, four persons were arrested"

We must protect the little one's of our world.  As we all said when we were young, the future of the world are the children.  We were the children then, what will happen to the children now?

Detroit auto show, charity preview, $2M more for kids!

More than 8,500 wealthy Americans took a few minutes to give something back when they attended the 2010 North American International Auto Show's Charity Preview.  As a result, Detroit will have $2 million more to spend on at-risk kids!

There was much more support for the show this year as ticket sales were up by 25%! The show is a black tie affair, attracting some of the hoop-la in New York City.

Chairman Doug Fox said:
 "Tonight's event isn't just about the glitz and glamour of the attendees or the cars; it's about the thousands of children that need our help. And the generosity of all Charity Preview attendees is helping create unlimited potential for these kids, who are in fact our future."

Part of the draw for those who supported the show this year was the rock band the Romantics, with their up-beat tunes that appeal to several generations.

"We had a great band performing in the Romantics, but we had an equally great group of sponsors coming together to make music to the ears of thousands of local kids," Fox noted.

The Detroit Auto Show Charity Preview has been a popular event over the years. It has raised more than $81 million dollars for children. The money is distributed in the city of Detroit in a variety of charities. These charities provide medical treatment, clothing and services for children in need.

Charities that will benefit from the funds this year include Barat Child and Family Services Boys camp; Girls Club of Souteastern Michigan; Boys Hope Girls Hope of Detroit; The Children's Center; the Judson Center; Children's Services of Northeastern Detroit; Guidance Center Assistance League The Detroit Institute for Children; ThinkDetroit Pal guidance for youth; Easter Seals – Michigan; March of Dimes; Children's Hospital of Michigan; and the Dada Charitable Foundation Fund from auto dealers

Rescue Children at Risk (RCR) newsletter applauds the hard work of the Department of Justice in the fight for the protection of our young people.  In a moment, a message from Kim Lowry from the DOJ.  First, a few thoughts.

The Amber Alert program is a crucial program in the network we use to protect the young people of America.  On January 13, 1996, Amber Hagerman was abducted while riding her bicycle near her house.  She was subsequently brutally murdered.  It was speculated if an emergency system to locate abducted children had been in place, perhaps this tragic death might have been prevented.  

After a law enforcement agency determines a child has been abducted and is in imminent danger, the Amber Alert is put out.  The broadcasts include information about the child and abductor that could lead to the apprehension of the abductor and the return of the child to his or her parents.   Details including the physical description of a suspect vehicle, a picture of the missing child and other information is broadcast.  

The AMBER Alert program began in 1996 when Dallas-Fort Worth broadcasters teamed up with local police to develop an early warning system to help find abducted children.

There are few things more frightening than the loss of a child. Each year some 800,000 children are reported missing in the United States. Most of these children are not victims of abduction, and, fortunately, most soon return home.

For some, however, their separation will last far longer—even a lifetime. For others, their abduction ends in the most tragic of ways.

The challenges of rescuing endangered missing and abducted children require a determined and coordinated effort. The first hours following a child’s abduction are the most critical. Of the children murdered in stranger abductions, 3 out of 4 are killed within the first three hours.
"Early intervention is crucial"

Early intervention is crucial and provides our best hope of protecting such children and reuniting them with their families. It was for this reason that the AMBER Alert system was initiated 14 years ago today.

Following the 2002 White House Conference on Missing, Exploited, and Runaway Children, the PROTECT Act placed the AMBER Alert program under the auspices of the Department of Justice’s Office of Justice Programs, with its Assistant Attorney General serving as AMBER Alert’s National Coordinator.

As a national effort, the program coordinates media, law enforcement, and transportation agencies’ efforts to notify the public about missing children in the critical first hours following their abduction.

I am pleased to report that every state, two U.S. territories, and the District of Columbia have AMBER Alert plans, and we are working hard to extend the program’s outreach.

The Department of Justice is committed to protecting our children and their families. Thanks to the collaboration of AMBER Alert’s partners and the timely response of concerned citizens to its alerts, 495 children have been returned to their families and homes.

AMBER Alerts are of course only a piece of what the Department of Justice does to protect children. Today, the Department announced the appointment of Francey Hakes to serve as the National Coordinator for Child Exploitation Prevention and Interdiction, a position created by Congress in the Protect Our Children Act of 2008.

The Amber Alert program is growing and expanding.  There is now the Secondary Amber Alert program, a program developed by the DOJ. 

The National Center for Missing & Exploited Children (NCMEC), which is directed by the U.S. Department of Justice, which coordinates the AMBER Alert on a national level, is developing the AMBER Alert Secondary Distribution System. This system was designed to expand AMBER Alert activations for local police and state law enforcement.

Law enforcement agencies now can use many additional methods to alert citizens.  First, the NCMEC is notified.  The NCMEC then sends the Alert to all NCMEC approved Secondary Distributors.  This allows law enforcement more time to concentrate on investigating the case.  

There are many secondary distributors.  They include any authorized wireless carrier, content providers, and major retailers. To qualify as a distributor of the Amber Alert, the secondary distributor must have the capability to distribute AMBER Alert messages to a geographically targeted area at the request of law enforcement.  

Secondary methods of distribution assist in the overall goal of the AMBER Alert program – to immediately notify as many people as possible about recent child abductions, and provide them with information that can help in the search for the abducted child, suspected abductor, or suspected vehicle.

Ricky Randall Rex Smith walked off of a construction job and left his truck and home made trailer parked at a house. The trailer had a hidden compartment and inside the compartment was kiddy porn. That was in 2005. Rex Randall was arrested in 2006 and charges filed in 2007. He has been fighting the child pornography charges since then.

Today, Rex Randall Smith was due for trial for producing, transporting and possessing visual depictions of minors engaging in sexually explicit conduct. The jurors were waiting to be empanelled. Opening statements would soon follow.  In a surprise move, Rex Randall decided to take a plea.

Rex Randall Smith admitted to United States District Judge W. Keith Watkins of his filming the sexual abuse of children he was caring for including a 3 year old girl. Rex Randall Smith was in Longview Texas in May of 2000 when most of the filming occurred. The pedophile also admitted to transporting videotapes into Dale County, Alabama in 2005, which is where the truck and trailer were when the child porn was discovered. , U.S. Attorney Leura G. A subsequent plea hearing was held today in front of Federal Magistrate Judge Susan R. Walker, Title 18, United States Code, Section 2251(a) makes it a crime for any person to employ, use, persuade, induce, entice, or coerce an individual who has not attained the age of 18 to engage in sexually explicit conduct for the purpose of producing a visual depiction of that conduct. The crime in this case was completed when Smith brought the videotapes across state lines, thereby invoking federal jurisdiction.

This was not Rex Randall Smith’s first time around on child pornography charges. When he was 23 he was convicted for sodomy of a child under 14. He had been a fugitive from justice for nearly 18 years. The man who steals the youth of innocent children used a variety of aliases to keep out of the clutches of the law.  He kept on the move and lived in multiple states, including Missouri, Arkansas, Tennessee, Oklahoma, Wyoming, Montana, Colorado, California, Texas and Alabama. It was in Louisiana where he finally met the law once again.

As is typical in child pornography cases, a variety of law enforcement efforts were involved, including agents from the FBI, Ozark Police Department and the Hartford Police Department. The 55 year old is being prosecuted by Assistant United States Attorneys Nathan D. Stump and Brandon K. Essig.

Project Safe Childhood, which is led by United States Attorneys’ Offices, joins federal, state and local resources to bring child molesters who exploit children individuals who exploit children via the Internet to justice. Ricky Randall Rex Smith will have a long time to think about the lives he has ruined. The minimum sentence for producing child pornography is 15 years. Because he has a prior conviction he may get life under the ‘two strikes and you are out’ law, Title 18, United States Code, Section 3559(e). Likely the plea made today was done so on the chance the judge will be lenient. There is also a hefty fine to be paid in the amount of $250,000 should the child molester and child pornographer see life as a free man.

Frederick McLean is a Jehovas Witness. He also is a master at manipulating little children using gods word, if the allegations abut him are true. Authorities allege the 58 year old is facing charges of sexual assault on a child. One of his victims said the brute assaulted her more than 100 times starting when she was five years old. Many of the victims were met and manipulated through the Jehovah’s Witness.

McLean is no dummy. Authorities believe he knew charges would soon be brought against him. He prepared himself to go on the run, including selling a favorite truck and liquidating other assets. He admitted to family members what he had done before heading out.

Authorities are concerned McLean may be dangerous and should not be approached. They say he may even be suicidal. When a person is willing to take their own life they are often willing to take the lives of those around them.

McLean is white, weighs in at 170 pounds, measures 5 feet, 11 inches, and has hazel eyes and graying brown. He is an auto mechanic and once restored race cars from the 1960s and '70s. McLean is also an experienced outdoorsman who might be spotted at camping areas.

Yusef Alhakk, also known as Joseph Daniels, is missing. The Immigration and Customs Service would like to have a talk with him. Let's just say that would be a follow up talk. The first discussion with Joseph was through what law enforcement calla a 'knock and talk' on suspicions he was collecting child pornography.

Normally, police are required to obtain a search warrant in order to search the contents of a private residence. Sometimes officers wish to move quickly, and other times they don't have adequate information to support a warrant. So they go to the door and ask permission. If the occupant allows the search of the house and kiddy porn is found then the evidence usually comes into court against the Defendant even though no warrant was issued.

Knock and talks present constitutional challenges to the courts. no one wants to set a child molester free. However, the violation of one's right against unreasonable search and seizure is at stake. If the police can do a knock and talk why bother with a search warrant? As a general rule, a knock and talk is usually upheld as a legitimate search because the occupant of the house gave consent.

In Joseph’s case, police interviewed him at his home. He allowed them to take a peek at his computer where they started to get a good idea what Joseph was up to. Investigators ultimately found over 400 pictures of under age children having sex. Joseph Daniels was placed under arrest.

Jason Michael Wood met a girl on the internet he liked very much. In fact he was so infatuated with her he traveled from Chino Hills, California to Western Michigan in order to have his way with her. Woods had a problem, however. His new girl friend was only 15 years old and he knew it. That makes Woods a pedophile.

Child molesters have their own society. After all, they can't have a relationship in the normal fashion. Imagine what mom and dad would say when their 15 year old daughter introduces them to her new 31 year old boyfriend. If it happened in the wrong part of the country dad would chase the fool down the drive way with his shotgun at the ready.  In other situations, the predator gets free room and board in the state pen.

Instead of meeting the folks, Woods set up camp in a motel. He then picked up his new girlfriend from school each day and took her to his motel room for fun and games. He quickly returned her before classes let out so the folks back home would not get wise. Meanwhile, the parents thought their child was in school and out of the reach of predators.

The truth usually comes out and in this case it did. Woods was arrested and pled innocent to the charges. However, on January 06, 2010, Woods changed his plea and will shortly stand before the court for sentencing. He faces 10 years to life, depending upon the mood of the judge and the mitigating circumstances if there are any. Assuming Woods walks free again, he will have to register as a sex offender and undergo supervised probation.


Assistant U.S. Attorney Nils R. Kessler prosecuted the child moleter.  Having sex with minors, even if they are a few years short of the age of consent, will be dealt with sternly.  Robbing a child of her innocence, even if the child is an active and willing participant, is an unforgivable crime.

The youth does not have the capacity to understand the implications of the affair, and the perp does not have the will power to resist his impulses.  Both will suffer untold consquences.  At least the perpetrator will not have the opportunity to do it again.

Not even police officers get away with possessing images of children having sex.  David Courtney Childeers, a Horny County police officer, pled guilty to possession of child pornography.  He is awaiting sentencing.

The FBI went into action against a guy who likes to share his collection of kiddy porn after a June 2008, undercover operation revealed him as a suspect.  Childers and other perpetrators used peer to peer sharing to trade their dirty little secrets.

Peer to peer sharing, or p2p, is the practice of distributing or providing access to digitally stored information, songs and pictures, from one computer user to another without necessarily posting it on the net for all to see. Peer to peer file sharing may be implemented in a variety of storage, transmission, and distribution models. Common methods are manual sharing using removable media, centralized computer file server installations on computer networks, World Wide Web-based hyperlinked documents, and the use of distributed peer-to-peer (P2P) networking.

P2p sahring is perfectly legal.  However, it has been frequently used for illegal means.  One of the most famous cases was Napster, sharing music for free which was subject to copyright.  Child porn users have been p2p of late in order to trade their fare with less risk of getting caught.

Illinois FBI agents went undercover using the identification of a known and trusted child pornographer.  Contact was made with a suspected perp who was offering to share his collection of child porn.  Agents downloaded the child pornography, and traced the communication back to officer Childers. 
 
Shortly thereafter the officers had officer Childers in custody along with his computer.  A brief search of the computer memory revealed the kiddy porn.  It was also quickly determined that Childers was a member of law enforcement and employed as a police officer with Horry County.

The office of United States Attorney Kevin F. McDonald issued a press release stating that they got one of the bad guys.  Childers pled guilty in federal court to possession of child pornography, a violation of Title 18, United States Code, Section 2252A(a)(5)(B). Assistant United States Attorney William E. Day, II, of the Florence office handled the case.

United States District Judge R. Bryan Harwell accepted the plea and will sentence Childers at a later date.  The maximum penalty Childers can receive is a fine of $250,000.00 and imprisonment for 10 years.  Possession of child pornography and trading it on the net, even with a degree of privacy, is illegal.  Those fighting the exploitation of a minor and kiddy porn have won another round.

Cross border cooperation puts bad guys away

Law enforcement from two countries worked together to put a child molestor where he can't hurt widdle gurls anymore.  Canadian authorities spotted pictures of a six year old girl having sex with an adult male. Since the kiddy porn pics were new, the authorities were optimistic they could catch the pedophile. Fresh pictures means fresh leads and a new child in danger from child porographers. 

The Royal Canadian Mounted Police found the child porn images and sent them to the Toronto Police Services. After analysis, a blurry beer can from a rare manufacturer was seen. The beer is only made in the Northeastern U.S. This information was sent to the National Center for Missing and Exploited Children, also known as NCMEC.

At the same time, investigators from the Bellfast, Maine Police department and the State Police from Maine discovered the images. After analyzing the dirty pictures they discovered the child in the  pornographic photo wore eyeglasses. This information was sent to the NCMEC. Law enforcement from the U.S. and Canada began a cooperative effort to find the little girl. 

The Beer can and eye glasses helped narrow down the location of the perpetrator. The manufacturer of the beer said their special brew was distributed in six states only, including New York and Maryland. The manufacturer and model number of the glasses were quickly identified.

After these encouraging leads, a team of very dedicated investigators started in on the pain staking foot work required to track down a man who did evil things including having sex, with children. On August 1, 2008, a special agent from the New York using the Innocent Images National Initiative Program opened the case and began canvassing ophthalmologist in the six state region where the beer was distributed.

Bingo! After three weeks of hard work an eye doctor in Maryland recognized the child and called FBI agent Michael Sabric in the FBI New York Office. As it turned out the child had been in the doctor's office that very day! It was her first day of school.

Sabric organized a surveillance team and they set up on the house where the girl lived. When she came home from school the agents were able to identify her from her photo as the victim. At that point a search warrant was easy to get.

Special Agent Rachel Corn from the Baltimore Cyber Squad met with a judge and obtained the warrant. At 10:00 p.m. the police were knocking on the door of a man who steals the youth from children. The Cyber team assembled a forensic child interviewer, a victim assistance representative the evidence response team and together they made the bust.

It didn’t take long to get to the bottom of the matter. The child identified two perpetrators and both men were arrested. In October, one of the men involved was sentenced to 45 years in prison for sexually exploiting a minor and producing child pornography. His accomplice had already received a 36-year sentence.

In the old days one branch of law enforcement didn’t know what the other was doing. Today, not only is U.S. law enforcement cooperating, but law enforcement on both sides of the border work together to put those who exploit children down for good.

Not every child abduction and pornography case ends with rescued children.  In this case, two children were found to be victims, the 6 year old and her sister.  The investigators who worked hard to stop kiddy porn, child abuse, and sexual exploitation of a minor were relieved to bring suffering victims of child pornography to safety.
